Costa Rica is a country of destination for migrants, mainly, allowing the State to carry out various strategies to face the arrival of foreigners for employment purposes, who, given the lack of opportunities in their countries of origin, have moved under regular or irregular conditions a Costa Rican territory. By legal imperative, the planning of the migratory policy on labor issues must be supported by the Ministry of Labor and Social Security, who will dictate the list of occupations and professions NOT recommended for granting residencies or work permits.
When providing advice on this matter, it is mandatory to carry out a review of current policies by the National Employment Directorate, since they constantly change as this Institution deems appropriate, for the interests of the costarican citizens and the welfare of the country in terms of employment.
The purpose of these policies is the protection of the Costa Rican labor force, in those occupations and professions where there are significant percentages of unemployment due to a reduced supply, or that there is a sufficient supply of qualified Costa Rican labor in certain occupations and professions that it is not considered necessary to fill a position with a foreign person.
