The Directorate General of Taxation and the Costa Rican Institute on Drugs, issued the change of presentation RTFB according to resolution DGT-ICD-R-06-2020, from the period 2020, which corresponds to the presentation of the annual declaration in the Registry of Transparency and Final Beneficiaries in the month of September, and not in April, as established had been established.
However, those obliged corporations who have not yet filed the statement for the 2019 period, have time until March 31st to do so without surcharge. Those who fail to comply with said obligation will be applied 50% of the sanction in April, while for the month of May that sanction will be applied 100%, an amount that is in the range of c.1,350,000.00 (one million three hundred fifty thousand colones) and c.45,020,000.00 (forty-five million twenty thousand colones).
In addition, the corporations that do not comply with said obligation will form part of a list that will be sent to the National Registry, so that they are not issued certifications of legal status and are not allowed to have any document registered, as long as they maintain that condition.
The new date to make the declaration applies both to registered corporations as well as to all those to whom the National Registry assigns a legal identification number between January 01 and August 31, 2020, which will file the declaration in the month of September and not within the 20 working days following its registration, as originally established.
In case of requiring the presentation of an extraordinary declaration or correcting a declaration that was already presented, for this one time, said changes will be presented in the ordinary annual declaration that must be filed in September 2020.
To facilitate the procedure and fulfillment of the obligation to make the declaration, the information provided in the 2019 period will be automatically uploaded to the Central Directo system, and the only changes that should be made are the information that has changed from the past period to the current one.
In the event that there are no changes in the information provided during the 2019 period, the person in charge must only confirm the declaration that was preloaded in the system, for which it will require a digital signature, or it may be done by granting a special power of attorney so that a third party with a digital signature can do it. This same process will be followed for the following periods.

– Corporations.
– Limited liability corporations.
– Corporations in collective name.
– Limited partnerships,
– Foreign branch corporations.
– Individual limited liability corporations.
